POST 39/01: DEPUTY DIRECTOR: POLICY AND PLANNING (RISK MANAGEMENT)

SALARY: R630 822 per annum
CENTRE: Defence Policy, Strategy and Planning Division (Chief Directorate Strategic Management –Directorate Risk Management), Erasmuskloof, Pretoria.

REQUIREMENTS: Appropriate three year B degree or National Diploma (NQF level 6). Approximately 3-5 years experience in Risk Management and/or Governance, Risk and Compliance. Knowledge of risk management best practices, government policies, departmental policies, departmental decisions and activities as well as inter-departmental activities. Basic knowledge of public finance legislation and regulations. . Knowledge wrt strategic planning and risk management within government. Knowledge of planning and organising. REQUIREMENTS: A three year Degree/National Diploma with finance related subjects with a minimum of three years relevant experience and at least three years in a Supervisory level or Grade 12 certificate with finance related subjects with a minimum of seven years relevant experience of which three years must be in a Supervisory capacity. Knowledge: experience in administration-related duties/functions understanding/interpretation/application of financial policies (e.g. Public Finance Management Act, Treasury Regulations, State Tender Board regulations and contracts) and related payment processes (e.g. processing of journals, clearing of suspense accounts, cooperate payments and Central Advance System (CAS)). DUTIES: Manage the replenishment of all advance accounts. Manage centralised cash withdrawals for all advance accounts. Ensure that all control registers are maintained (utilised) and checked. Oversee the execution of daily-, fortnightly- and monthly bank reconciliations. Manage the opening/closing/maintenance of advance accounts and commercial bank accounts. Act as Budget Manager for the Sub-Directorate Cash Payments. Manage Financial Misconduct as the cash related nodal point. Compile, verify and capture journal transactions. Manage/present formal functional training at the Finance Education, Training and Development Centre/elsewhere. Sign/counter-sign warrant vouchers/telegraphic transfers after confirming the validity and correctness of transactions. Provide advice and assistance to Finance- and non-Finance clients on all organisational levels. Provide administrative support in planning, organising, leading and controlling the Cash Management function. Assist with the management/completion of ad-hoc projects within the cash management environment. Report, investigate and follow-up all cash related irregularities. DUTIES: Maintain the financial misconduct register for the DOD. Maintain the Consolidated Control System (financial misconduct module). Compile monthly financial misconduct reports. Frequently inter-act with other stakeholders. Analyze and interpret financial misconduct incident reports and audit queries submitted to the section. Brief and give guidance to the managers in seeking advice on the handling of financial misconduct incidents. Conduct presentations (Lectures) on financial misconduct aspects. Assist in the maintenance of the financial misconduct policy. Supply information for the preparation of quarterly, annual and other related reports of the section. Supply a secretarial service to meetings held wrt financial misconduct management. Maintain the powers and duties database. Administer requests to issue financial powers and duties.

REQUIREMENTS: A B degree or three years National Diploma in Finance/Accounting with a minimum of three years relevant experience. Good knowledge of the Public Finance Management Act (PFMA), contracts administration environment and the operating and utilisation of legal process. Computer literate- MS Word, Excel and Power Point. DUTIES: Managing general office tasks. Monitor the receiving, registering and administering of new contracts for studies at state expenses. Incentives Scheme Special Forces Operators and formal agreements. Maintaining an internal registry office in the section for various types of documents and records in respect of contracts. Monitor the collecting, dispatching, distributing, copying and filling of documentation for the contact section. Attending to personal and telephonic enquiries. Drafting and typing letters, memos, signals minutes and other contract documents. Mentoring development of all newly appointed junior personnel in the section and ensuring that all staff members are gainfully employed. Assisting in the execution and coordinating of administrative tasks for Pilots, Navigator, and Technical Navy Officers. Provide general administrative and logistic support to officials of the Financial Management Division (Finance Division). Assist the Assistant Director Admin Support (AD Admin Support) with timely stocktaking of all Face Value Documents (FVD) as well as the regular up-dating and allocating of Accounting Status iro all users/clients. Stocktaking of all FVD at Fin Accounting Services Centres on a quarterly basis. Confirmation of correct FVD administration on a quarterly basis. Reporting, investigating and following up of all finance-related irregularities iro FVD. Evaluation and updating of procedures and processes iro FVD. Regular updating of the FVD database on the applicable Financial Management (FMS) programs. Assist the Assistant Director Admin Support (AD Admin Support) in compiling a budget for Directorate Finance Support Services. Assist in the consolidation of the budget for the Fin Div. Supervising all personnel who resort under the control of this post.

Interview Hints and Tips

Arrive on time for the interview. Plan your trip and leave early if you have to or if you are unfamiliar with the area. Give yourself enough time to find the building as well as parking. You also need keep your diary open after the interview. Your interview might be running longer than anticipated.

Remember to take a few extra copies of your CV with you. One copy is for you should you have to refresh your memory. The other copies are for the interviewer and anyone else sitting in on the interview. You only need to produce these if there is a need for them.

Be careful not to over- or under-dress for an interview. The golden rule is to look professional and smart even if everyone else at the company is wearing jeans. Speak to your employment agency for guidance with specific acompanies.

Women:
- More conservative outfit and coordinate all the colours
- Moderate shoes
- Limited jewellery
- Make sure your hairstyle is neat and hair clean
- Not too muck make-up and perfume
- Nails must be neat and clean

The interviewer will be judging the effect of your appearance on customers as well as staff. Your "look" must project the fact that you are the perfect '"fit" for that specific position and company.

Get rid of chewing gum and check your overall appearance before walking into the organisation's premises.

Switch your cellphone off once the interviewer knows that you have arrived for the interview - never, ever take a call during an interview. If there is a medical emergency in your family and your phone needs to be on then inform the interviewer and ask for permission to leave your phone on. In most cases the person will agree to it.

Remember to take a file with pen paper with you to the interview. This will assist you in making notes and to write down questions you might want to ask later.

The interview starts when the first question is asked. Right? Wrong. The interview starts the minute you arrive at the company and you will be under scrutiny by everyone who knows that interviews are being held. Be friendly with cleaning staff, secretaries and everyone else you encounter on your way to the interview. This will make you feel more positive as well as leave positive people in your wake. The last thing you need is for a staff member to mention how rude you were before the interview. Or for the secretaries to tell the manager that you had an attitude with them and you thought you were important!

Studies have shown that most interviewers make up their mind within the first few minutes. You therefore need to greet your interviewer by making comfortable eye contact, shaking hands firmly and introducing yourself in a confident manner.

Make a connection and build a relationship with the interviewer. Remember that they are already happy with your CV and now wants to check you out. Your attitude will be more important than most of your answers.

Only sit down when offered a chair.

If you are offered any coffee or tea you have three choices: Coffee, tea or nothing. Do not go and ask for something not offered - the organisation might not have it on the premises and the interviewer could feel embarrassed.

Keep an eye on your body language and avoid fidgeting, biting your nails, playing with your car keys, etc.
